Regional International Student Caps for 2025 Announced

The Government of Canada has released the 2025 provincial and territorial study permit allocations, continuing its efforts to manage the growth of international student enrollment. Building on the cap introduced in 2024—which reduced the number of international students by approximately 40%—the total number of study permits to be issued in 2025 is set at 437,000, representing a further 10% reduction from the previous year’s limit.

This measure is intended to balance the benefits of international education with the capacity of local infrastructure and services, ensuring that students and communities receive the support they need.

A significant change for 2025 is the expanded Provincial or Territorial Attestation Letter (PAL/TAL) requirement. Previously required for most post-secondary applicants, this requirement now extends to master’s and doctoral students, as well as the majority of applicants already in Canada. However, exemptions remain in place for primary and secondary school students, certain Government of Canada priority groups, vulnerable cohorts, and existing study permit holders applying for an extension at the same designated learning institution and level of study.

These adjustments are an attempt by the government to maintain a sustainable and supportive environment for international students while easing pressure on housing, health care, and other essential services. By refining the program, the government aims to strengthen the long-term success of both international students and the communities that welcome them.
