Quebec Investor Program is Now Open for French-Speaking Investors

After being closed for several years, the Quebec Investor Program has re-opened to intake.  The criteria for the Quebec Investor Program in 2024 is as follows:

• Investment: the applicant must agree to enter into an investment agreement with a financial intermediary that has signed a participation agreement with the Ministère de l’Immigration, de la Francisation et de l’Intégration and IQ Immigrants investisseurs Inc. The financial intermediary must make a five-year term investment of CAD $1,000,000.00, as well as a financial commitment of CAD $200,000.00 to Investissement Québec – Immigrants Investisseurs Inc. The investment is guaranteed by the Government of Quebec. At the end of the five-year term, the financial intermediary will reimburse the investment, without interest.
• Management Experience: at least two years of management experience, within the five years preceding the submission of the application.
• Net Worth: minimum of CAD $2,000,000.00
• Education: at minimum, completion of education equivalent to a Quebec secondary school diploma.
• French Language proficiency: the applicant must demonstrate at minimum a benchmark Level 7 proficiency in spoken French. Applicants are required to complete a French proficiency test.

Applicants who meet the above criteria are encouraged to apply while the program remains open to intake.
