New Pathways for Construction Workers
In response to the growing demand for skilled labor in Canada’s construction sector, the federal government has unveiled new initiatives aimed at attracting qualified tradespeople.
On March 7, 2025, Canada launched a program allowing foreign workers to register for apprenticeship programs without the need for a study permit. Additionally, a new pathway to permanent residency for experienced construction workers was announced that would target foreign construction apprentices, as well as individuals currently working in the sector who may be out of status, offering them the opportunity to regularize their stay in Canada.
The program will be developed in collaboration with an advisory council of key stakeholders from the public and private sectors, labor unions, and industry employers. This collaboration aims to ensure the successful integration and long-term retention of skilled workers within Canada’s construction workforce.
By targeting critical trades such as electricians, plumbers, and carpenters, the initiative is expected to address significant labor shortages and contribute to the stability and growth of the Canadian construction industry. Full details on eligibility for the permanent residency pathway will be released in the coming months.
