Canada Introduces New Permanent Residence Pathways for Home Care Workers
The Canadian government has announced the eligibility criteria for the highly anticipated Home Care Worker Immigration Pilots, set to launch on March 31, 2025. These new pathways replace the Home Child Care Provider and Home Support Worker Pilots, which were discontinued last year, and will provide foreign home care workers with a more streamlined process to obtain permanent residence upon arrival in Canada.
The program will feature two application streams: one for workers already in Canada and another for those currently outside the country, with the latter opening later in the year.
To qualify, applicants must have at least six months of recent and relevant full-time work experience in home care, either in Canada or abroad. Alternatively, candidates can meet this requirement with a credential of at least six months of related home care training. In addition, applicants must achieve a Canadian Language Benchmark (CLB) level of 4 or higher in English or French, hold at least a Canadian secondary school diploma or its foreign equivalent, and secure a full-time job offer from a private household or eligible organization. Job offers from recruitment and placement agencies will not qualify, although a Labour Market Impact Assessment (LMIA) is not required.
A notable aspect of this initiative is the inclusion of home care workers in Canada who have fallen out of legal status. A limited number of spots will be available under a public policy designed to assist these individuals in obtaining permanent residence through this program.
With the program expected to be highly competitive, prospective applicants are encouraged to begin preparations as soon as possible.
The introduction of these new pathways highlights Canada’s ongoing commitment to supporting home care workers and addressing the growing demand for care services across the country.
