Canada Introduces Temporary Measure to Support Quebec Skilled Workers and Employers

The Government of Canada has announced a new temporary initiative designed to help Quebec retain skilled workers while facilitating their transition to permanent residence. Announced on March 13, 2026, the measure allows eligible workers to obtain an employer-specific work permit under the International Mobility Program for up to 12 additional months.

This extension provides Quebec with additional time to assess candidates for the Quebec Selection Certificate (Certificat de sélection du Québec) and ensures that skilled workers remain employed during the transition process. The program is limited to workers who have received an invitation from Quebec to submit a Demande de Sélection Permanente (DSP) and who hold, or recently held, an employer-specific work permit expiring by December 31, 2026. Applications must be submitted on IRCC’s website by that date, with expedited processing available.
