Ontario Announces Major Overhaul of Immigration Streams

The Ontario Immigrant Nominee Program (OINP) is set to implement significant changes to the Ontario Immigration Act (OIA) on May 30, 2026, signaling a comprehensive restructuring of its immigration streams. The reforms aim to enhance flexibility, introduce targeted draws, and formalize procedures for employer-supported applications.

Key changes include the revocation of current categories such as the Foreign Worker, International Student with Job Offer, In-Demand Skills, Master’s and Ph.D. Graduate, Human Capital Priorities, French-Speaking Skilled Worker, Skilled Trades, and Entrepreneur streams. Applicants currently eligible under these categories may no longer qualify after the changes take effect, though details on replacement streams remain pending.

The updated regulations also expand the OINP director’s authority to conduct both general and targeted draws, ranking candidates based on education, language proficiency, regional settlement intentions, work experience, and alignment with Ontario’s labour market needs. Additionally, employer job offers will require formal verification through an employer portal, ensuring that only registered employers can support nomination applications.

Earlier consultations suggest that the province may introduce new streams, including a merged Employer Job Offer stream, a priority healthcare stream, an entrepreneur stream, and an exceptional talent stream. These reforms reflect Ontario’s broader strategy to streamline immigration pathways and better align them with provincial labour market priorities.
