Immigration Levels Plan for Canada 2026-2028
Immigration, Refugees and Citizenship Canada (IRCC) has released the 2026–2028 Immigration Levels Plan, outlining further reductions in temporary resident and international student inflows, the introduction of target ranges for new temporary foreign worker and international student arrivals, and the stabilization of permanent resident admissions. The government will be reducing Canada’s temporary resident population to below 5% of the total population by the end of 2027, with targets of 385,000 new temporary worker and student arrivals in 2026 and 370,000 in both 2027 and 2028. These targets cover applicants under the International Mobility Program (IMP) and the Temporary Foreign Worker (TFW) Program. Additionally, the government will implement a one-time, two-year initiative to streamline permanent residence transitions for approximately 115,000 Protected Persons in Canada, consistent with domestic and international legal obligations, and will fast-track the permanent residence pathway for up to 33,000 temporary foreign workers in Canada in 2026 and 2027. No targets have been established for visitors entering on temporary resident visas or eTAs, for in-Canada applications such as permit extensions, or new study/work permits.
