Post-Graduation Work Permit Eligibility Update

On June 25, 2025, the Canadian government announced significant changes to the eligibility criteria for the Post-Graduation Work Permit (PGWP), specifically targeting non-degree programs. The update introduced 119 new programs to the eligibility list while removing 178. This adjustment aims to better align with Canada’s labour market needs.

Among the newly eligible programs are a range of diplomas and certificates in healthcare, social services, education, skilled trades, architecture, and STEM-related fields. Notable additions include teacher training in French and computer education, veterinary medicine, dentistry, dental lab technology, and skilled trades like CNC machining and construction management.

The new rules apply to non-degree international students who submit their study permit applications on or after November 1, 2024. Students enrolled in degree programs, such as bachelor’s, master’s, or PhD programs, remain unaffected, as all degree programs continue to qualify for a PGWP.

Initially, the announcement removed 178 programs with lower labour demand, including those related to transportation, agriculture and agri-food, environmental studies, solar technology, and aircraft maintenance. However, in response to feedback, these programs were reinstated on July 4, 2025, and will remain on the eligibility list until early 2026.
