Canadian Immigration Targets Decrease Substantially
In today’s release of the Immigration Levels Plan, the Canadian government announced an overall reduction in immigration targets. The updated targets for permanent resident admissions are as follows:
- 2025: 395,000, down from the 2024 target of 485,000.
- 2026: 380,000, down from the previous 2024-2026 target of 500,000.
- 2027: 365,000, also down from the 2024-2026 target of 500,000.
While overall immigration numbers have been reduced, the government has increased the emphasis on economic immigration. Targets for economic immigrants in 2025 have only been reduced by 15%, from 272,000 to 232,000. Notably, only 40% of these economic immigrants are expected to come from within Canada, marking a significant shift in source distribution.
The announcement also includes the introduction of temporary immigration targets, following major reforms to federal programs for work and study permits. The government aims to lower the proportion of temporary residents in Canada’s population from 7% to 5% by the end of 2026.
