IRCC Updates Processing Times for Proof of Canadian Citizenship
IRCC’s published processing time for a citizenship certificate reached 33 months on September 3, 2026, up from 25 months in August and 12 months in May. At the same time, the number of applications awaiting a decision rose to approximately 136,000.
The more revealing figure, however, may be the relationship between the backlog and the processing-time estimate. Between August and September, the inventory increased by roughly 12%, while the projected processing time increased by 32%. IRCC says its estimate reflects not only the number of applications in inventory, but also processing capacity and anticipated future intake. In other words, the queue alone does not fully explain the latest jump.
For applicants claiming citizenship by descent under the amended Citizenship Act, this makes the quality of the initial application increasingly consequential. IRCC states that processing time begins when it receives a complete application, and an incomplete application may be delayed or returned. With the current backlog, it is especially important to make sure an application is complete when submitted to avoid unnecessary delays.
There is also an important legal distinction: the citizenship certificate does not confer citizenship. For an individual who already meets the statutory requirements, citizenship exists by operation of law; the certificate provides documentary proof of that status. The practical consequences of the delay can nevertheless be significant, particularly where proof of citizenship is needed to obtain a Canadian passport or access other rights and services.
The latest processing times highlight the value of planning ahead. With processing times rising sharply and no published indication of when the trend will reverse, preparing a complete and well-supported citizenship claim before filing has become particularly important.
