Canada-EU Ties Could Bring New Mobility Opportunities
Canada and the European Union may be entering a new phase of closer cooperation, with potential implications for work, study and mobility between Canada and Europe.
Recent discussions have included the possibility of a deeper Canada-EU partnership involving cooperation in areas such as energy, critical minerals, artificial intelligence and digital trade. Of particular interest from an immigration perspective, Prime Minister Mark Carney has also raised the possibility of expanded mobility for people between Canada and Europe, including potential Canadian participation in Erasmus+, the EU program supporting student, trainee and youth exchanges.
Nothing has been finalized, and any new mobility arrangements would require further negotiations. However, Canada already has youth mobility agreements with more than 35 countries, including several EU member states, through International Experience Canada (IEC). These agreements allow eligible young Canadians to live and work temporarily in participating European countries, while eligible European nationals can access corresponding opportunities in Canada.
The potential significance of closer Canada-EU ties, therefore, may be less about creating an entirely new system and more about expanding existing opportunities for people to work, study and gain professional experience across the Atlantic.
For employers, students and internationally mobile professionals, this is an area worth watching as discussions between Canada and the EU develop.
