Stricter Recruitment Standards for Low-Wage LMIAs
Significant changes to the Temporary Foreign Worker Program (TFWP) took effect on April 1, 2026, affecting employers seeking Labour Market Impact Assessments (LMIAs) under the low-wage stream. Employers must now advertise low-wage positions for at least eight consecutive weeks within the three months preceding an LMIA application, doubling the previous four-week requirement. In addition, employers are now required to conduct recruitment efforts specifically targeting youth between the ages of 15 and 30. Acceptable measures may include advertising through youth-focused job boards, educational institutions, and employment programs.
These changes reflect the federal government’s continued focus on ensuring that Canadians, particularly younger workers, are prioritized when addressing labour market gaps. Employers will need to review their recruitment practices carefully, as any failure to comply with constantly changing recruitment requirements will surely result in LMIA application refusals.
