PEQ Permanent Residence Program To Reopen

Following significant uncertainty surrounding the future of the Programme de l’expérience québécoise (PEQ), the Government of Québec has confirmed that the program will reopen for a limited application period. The PEQ was first suspended in mid-2025 and subsequently closed in November 2025, prompting considerable concern among prospective applicants, employers, educational institutions, and other stakeholders who relied on the program as a pathway to permanent residence.

Applications will be accepted between July 2, 2026, and October 31, 2026, with further program details and application materials expected to be published on June 17, 2026. The temporary reopening will include both the graduate stream for individuals who completed eligible studies in Québec and the worker stream for candidates with qualifying Québec work experience. Eligibility will be limited to applicants who satisfied the requirements of their respective stream as of November 19, 2025. Language requirements will remain in place, including a minimum French proficiency level of 5 in written communication and level 7 in oral communication under the Échelle québécoise des niveaux de compétence en français. Accompanying spouses and common-law partners will be required to demonstrate a minimum oral French proficiency level of 4. Notably, the Government has indicated that no intake cap will apply during this application period, a measure that is expected to provide greater accessibility for eligible candidates.
