Canada Introduces “30 Days or Free” Passport Processing Guarantee
Canada is introducing a new accountability measure for passport services: as of April 1, 2026, applicants will receive a full refund if standard passport or travel document processing exceeds 30 business days. The guarantee applies once a complete application is received and excludes mailing time, with refunds issued automatically when delays occur.
The policy establishes a uniform benchmark across application channels, reinforcing predictability in a system where current service standards typically range from 10 to 20 business days. While most applications are already processed within these timelines, the refund mechanism signals a shift toward service accountability rather than simply service targets.
The guarantee does not extend to urgent or express applications, certain administrative services, or cases affected by exceptional operational disruptions.
