New Immigration Regulation Allows Visa and Permit Cancellations
As of November 4, 2025, new regulatory authority under the Immigration and Refugee Protection Regulations (IRPR) permits IRCC and CBSA officers to cancel already-issued temporary resident documents—including TRVs, eTAs, work permits, and study permits—when individuals no longer meet eligibility or admissibility requirements, would not have originally qualified, present concerns about leaving Canada at the end of their authorized stay, or where the document was issued in error. Documents are also automatically cancelled once a foreign national becomes a permanent resident. Although this change does not alter work permit programs directly, it heightens the importance of accuracy, compliance, and proactive planning for employers and foreign workers, particularly given the uncertainty around how frequently this new authority will be used. Employers should ensure employment terms fully align with submitted offers and issued permits, maintain thorough and consistent records, periodically review files to avoid discrepancies, discuss travel and re-entry considerations with foreign workers, and consider early pathways to permanent residence to mitigate cancellation risks.
