Suspension on Low-Wage LMIA Processing in Montreal, Quebec

Starting September 3, 2024, the Quebec government will be suspending the processing of all Labour Market Impact Assessment (LMIA) applications in the Montreal region for positions being offered a wage below the provincial median wage (i.e. below $27.47 per hour). This processing suspension affects LMIAs in all streams, including the general stream as well as Quebec’s facilitated stream. However, it does not apply to positions in agriculture, construction, food processing, education, and healthcare.

This temporary suspension of LMIA processing is currently set to be in place for 6 months until March 3, 2024. According to Quebec Premier François Legault and Immigration Minister Christine Fréchette, this new measure is aimed at addressing labour market imbalances in Quebec and will allow the province to respond to the evolving labour market. At the same time, the Temporary Foreign Worker Program will continue to be an important resource for employers facing industry-specific labour shortages, as well as employers recruiting competitive international talent at above the median wage.
