New Regulations for International Student Program Now in Effect

On November 15, 2024, IRCC announced the implementation of new regulations under the International Student Program. These changes, first proposed earlier this year, are part of a broader effort to enhance the integrity of the program while supporting international students in Canada.

Among the key updates, eligible international students may now work up to 24 hours per week off campus while their classes are in session. This adjustment provides greater flexibility for students to manage their finances without compromising their academic priorities.

Additionally, students seeking to transfer to a new designated learning institution (DLI) must now apply for and obtain approval for a new study permit before making the switch. This measure ensures that learning institutions maintain compliance with IRCC standards and protects against the potential misuse of the program.

To ensure compliance, DLIs must submit regular compliance reports and verify acceptance letters. Institutions failing to meet these requirements may face suspension from enrolling new international students for up to one year.

These measures build on IRCC’s efforts to prevent fraud, protect students, and improve program sustainability. In addition, these measures align with the objectives outlined in Canada’s 2025–2027 Immigration Levels Plan to gradually decrease the temporary resident population to better align with long-term economic goals and improve the quality of temporary resident programs.
